[Governance Proposal] Abridged community review for small retroactive bounties

I think we all agree that ceteris paribus, a faster CoE is a better CoE. With that in mind, I’d like to propose that we shorten the community review period for small retroactive bounties that the CoE awards down to 48 hours, subject to the following conditions:

1. The proposal is written by a current member of the CoE
2. The bounty is retroactive and no more than 10 NMR
3. The recipient of the bounty is not a current member of the CoE

If all three of these conditions cannot be met, we should default back to a community review period of no less than 7 days.

Should the community review period for small retroactive bounties (<= 10 NMR) from the CoE be reduced to 48 hours?

PS: I can’t speak for the other elders, but I consider the privilege of serving on the CoE to be a reward in itself, and would like to pre-empt myself from receiving any bounties from the CoE as long as I’m serving on it.

We (the CoE) have voted to make this process even faster. Small retroactive bounties (<= 10NMR) will only need to pass muster of 4/7 CoE votes. Needless to say, we’ll post on the #council_of_elders RC channel, every time we do this.
